Work package 3
Advancing Regional Development through ICT and
Logistics Competence
Strategic focus: Provide the Regions a comprehesive and valid
development direction on ICT and logistics development and related
spatial planning needs
Planned results: Defining the link between logistics and ICT
competence, spatial planning and regional development
Improving the interplay
WP 3 is the second largest WP. It synthesises the key regional
development issues pertaining ICT and logistics competence, based on the
results from WP1 and WP2 validated in an iterative process through key
stakeholders. The analytical framework completed with this empirical
material reviews the roles and responsibilities of regional development
stakeholders, prepares a programme for further and near term actions in
each region as well as one for the BSR. These actions will include
activities focusing on environmental and social aspects. WP 3 also
revises the analytical framework and the used indicators with WP 1
actions. The results of WP 3 are directly linked to the ongoing drafting
of regions’ development strategies. WP3 is initiated during Milestone 1,
but the main activities take place Milestone 3 and 4.
Key short-term indicators include the (i) scores and benchmarks compared
within and across Partner regions; and (ii) the concrete input to local/regional
development strategy work. Medium-term indicators include the (i)
establishment of valid and repeatable surveys that provide data of user
needs on ICT, logistics and spatial planning development; (ii)
establishment of a set of key comparative indicators for on-going
monitoring. All indicators are embedded in substantial research
expertise in this field possessed by LogOn Baltic's research Partners.
However, the outcome will be a highly pragmatic set of results and
recommendations for policy-makers.
